Hi Liz - Councilor Clark's request for a work session to discuss an ordinance ending metered parking in the downtown core area passed. The discussion item will be added to City Council's Tentative Agenda when an available date has been identified.

The work session will not happen before the August 21 meeting due to Council's break and scheduling.

As always, if you have parking question, then we are here to help. Give me a call @ 541-682-5729. And, our number is posted on every meter in the City of Eugene.

Probably we should start another discussion on this topic, but are you willing to go "on the record" here at EugeneDNA.org about whether you think Councilor Clark's proposal is a good idea?
Ok all,
Dave Hauser from Chamber of Commerce, Katina Andoniadis from Laughing Matters, one of the guides (probably Steve), an RG representative and a few other business owners will be attending. I have put a call out for Andrea Ortiz and Harlow from the LTD police substation, but they have not committed to attending. Kitty has proposed a modification to the ordinance that would focus on drug dealers. If the change is approved, it should pass. I'd like to invite the city manager, but I hear Thursdays are not great for him. He is getting together a task force(?) to find other options aside from policing that will have an impact on behavior (i.e. signs). I stalled a bit longer than planned to make sure that everyone had a chance to resond to an invitation for attendance. I will post the complete agenda this weekend and it will print on Monday. Thanks for all the great input! This is a great proactive group we have here!

The composition of this flyer should cover the next three meetings with the overall topic of Downtown Perception. For updates on the next meetings; refer people to the website.
This meeting (Aug. 21st) would be more of a question and answer forum with the attending guests.
Topics would be:
Responsibilities of Business and Property owners
City's role in maintaining the quality of downtown
Programming Community/Family events that bring people to the heart of the city
Safety concerns Downtown - Exclusion Ordinance & other options/actions

Agenda looks great! As for location, is there any reason we can't be all boring and just meet in the Atrium Building in the future?
Hi Liz,

My role is to implement the policy direction of our City Council. The downtown parking conversation will provide information around the challenges and advantages of a parking system, a short history of Eugene's parking meter (first meter installed in 1939, consumer/business paid system ever since), our design of the on-street and financial parking system (General Fund xfr, mortgage payment on Broadway Garages, garage maintenance), and forthcoming initiatives that will invest in information, communication, and technology to make easy to park in downtown Eugene.

A regulated parking system is a tool that seeks to balance economic, environmental, and equity factors (of sustainable development). My background is as an environmental economist and this is how I truly view our system. If you take the state's land use planning system (UGB), add parking exempt zones and a community commitment to alt modes (LTD, bus lanes, bike lanes, etc), and sprinkle it with 15,000 downtown employees (2004 Adopted Downtown Plan) and mix it all together in pot sized with only 700-900 on street spaces, and heat it with ever increasing # of vehicles on the road (the growth of 100% electric vehicles will only further single occupancy driving), you end up with a unique regulated parking system that can be viewed much like managing a public "natural" resource.

but, this is a longer, conversation that could be discussed at some other point! I have attached a one page pdf file that provides an overview of your parking services program.
